Bring a pot of water to boil.
Peel the 4 potatoes and place in boiling water for 10 minutes until outsides are soft but insides are not done.
Cool potatoes in cold water.
Shred potatoes in a large bowl. Add flour and egg.
Mix together by hand. Shape into patties.
Place into heated oil and fry until golden brown. Flip and fry the other side.
Place on paper towel to cool. Season with salt and pepper.
